Enhancement: Add support for editing Tag Configurations

Added ability to create, read, update, and delete Tag Configurations (Issue 1652)

Previous versions of Tag Manager supported editing of the Default Tag, but would require a brand new tag configuration whenever tagging a site with a Custom tag. Editing an existing custom tag configuration required editing the JSON object in a the Tag Configurations list directly.

This update provides a new Tag Configurations tab to view/edit the Default and any Custom tag configurations. Users can also choose from an existing custom tag configuration when applying a tag to a site or make a new configuration as before.
