Fix: Correct inclusion of ClientSideInstance.xml

Update build configurations and pathing to exclude ClientSideInstance.xml which is not supported in SP2019 (Issue 2517)
Version 2 of the SharePoint 2019 Extension accidentally included the ClientSideInstance.xml file in the package-solution assets definition. This file is used for tenant wide deployment in SPO and unsupported in SP2019. When deploying with the file included an error was produced. Additional configurations were cleaned up to reduce the number of files output in the ClientSideAssets folder of the .sppkg
